Balpan Askar Kaleluly was born on February 13, 1961 in the Kokshetau region of the Kyzyltus district of the state farm Chapaevsky branch 5-December.

In 1968 he entered the first grade of the Chapaevskaya secondary school, in 1978 he graduated from 10 classes.

After graduating from high school, he worked as a mechanicon a state farm.

In 1980 he was drafted into the ranks of the Soviet Army, after eight months of service in the northern fleet, he was redirected to Afghanistan to fulfill his international duty.

Demobilized in December 1982. After fulfilling his civic duty in the period from 1983 to 1985 he worked as a foreman of a livestock farm. In 1986, after getting married, he returned to his native village where from 1986 to 1989 he worked as a Komsomol organizer. In 1989 he moved to the city of Kokshetau.

At the moment, together with his wife Zhamal Nurbikenova, they are raising two sons.

The eldest son, OmirbekAskaruly, works at Kazakhtelecom JSC. The youngest son Nurbek Askaruly works in the fire service.
