Masygutov Makibai Kabdyrovich was born on October 5, 1966 in the village Talap, Tayynshinsky district, North Kazakhstan region.

In 1983 he graduated from the regional boarding school in Kokshetau. In the same year he entered the Alma-Ata Power Engineering Institute.

In 1985-1987. served in the DRA.

For exemplary service he was awarded a diploma "To an internationalist warrior", medals "For courage", "10 years of the Saur revolution", "Batyr Shapagaty" named after Baurzhan Momyshuly, "Veteran of military operations", "To an internationalist warrior from a grateful Afghan people", "15 years of the withdrawal of Soviet troops from the DRA","For Courage" “70 years of the Armed Forces of the USSR", "Veteran of the war in Afghanistan", "20 years of the withdrawal of Soviet troops from Afghanistan".

After demobilization, he continued his studies at the Energy Institute in Almaty, from which he graduated in 1991 with a degree in electrical engineer. 1991-1992 works as a chief power engineer in the Mugolzhar district of the Aktobe region.

1992-1994 works as an electrician in the Vasilkovsky mining and processing plant in Kokshetau, Akmola region.

In 2004 he worked as a specialist in the economic department of JSC “Locomotive Center”.

In 2008 he worked as a foreman for the operation of electrical networks and substations at “Kokshe-Cement” LLP. He brought up and raised worthy children.
