Mitrofanov Anatoly Filippovich was born on March 23, 1956 in the village of Shemonaikha, East Kazakhstan region.

In 1973, after graduating from high school number 1 in the village of Kirovsky, Taldy-Kurgan region, he entered the Tomsk Civil Engineering Institute in 1978. After graduating from the institute, he was drafted into the ranks of the Soviet Army, served for the first year in the Amur region of military unit 12618, a year later the unit was redeployed to Afghanistan, the city of Kabul, military unit p.p. 035818.

For example, he designed a new residential neighborhood construction in Atbasar. He brought up many design students. Currently, all of them are successfully working in different cities of Kazakhstan.

For many years and conscientious work in the construction industry, he was awarded the title of "Honorary Builder of Kazakhstan". Anatoly Filippovich is the head of “Kokshetaugorselproekt” LLP, director of the department of architecture, urban planning and construction of Akmola region, contributes to the development of the construction sector of the region and the prosperity of our city.
